Before the resorts, roads, plantation, whaling ships, tourists, and the fires was Lahaina. And Lahaina, at its best, was not beautiful by accident. It was beautiful by design.

One of Lahaina's most celebrated aliʻi, Kakaʻalaneo, organized the land into ahupuaʻa and planted great groves of ʻulu to feed and shelter future generations. His daughter, Wao, built the ʻauwai system, carrying water from Kauaʻula Valley to the loʻi kalo below before returning it to its natural flow. Every ʻulu tree was intentionally planted. Every waterway was carefully dug. Their legacy reminds us that good governance is measured not by what is taken from the land, but by what is built to endure. A hālau embodies this same philosophy—a place where knowledge is practiced, shared, and passed forward, ensuring that the skills and traditions of a community continue across generations.

This year's theme centers on water, recognizing that Lahaina's abundance was sustained by thoughtful stewardship. In Hawaiʻi, water is the foundation of life, economy, and balance; to divert it is to divert life itself.
